3 year old assumes every child wants to be her friend

My 3 year old is very social and friendly. She wants to make friends everywhere we go - the park, the pool....etc. Lately she has experienced a few instances where other kids aren't interested. Sometimes they are older or already playing in a group. How can I help her understand that not everyone want to be friends and also not to keep following or trying when a kid isn't interested. She isn't so interested in adults luckily and I always intervene with "stranger" words when she approaches any adult. I don't want to dampen her natural friendliness.

By explaining that not everyone will respond the same and letting her know that if she's rebuffed, she needs to move on and stop bothering that child.

Its a learning process that they all go through ;-)
