Adjusting my kid to a new school

We are Brazilians. We came to US in 2001, and both of my kids was born here.
In 2008, after my youngest was born we decided to move back to Brazil. Diogo was 3 1/2 years old and Otávio was only 4 months old. We stayed there for 5 years and we noticed it was time to come back to USA.
We came back in June, 2014. It was vacation time! Kids were happy to be back here!!

Now it's September. Time to start school. No problems with Diogo (9 years old), so excited to go to a new school and learn new things.

On the other hand, we are having such a hard time with Otávio (6 years old). He doesn't want to go to school, he doesn't want to learn English, he doesn't follow the rules at school, his behavior are not good.
I know this is a faze and it will pass, but it has been do hard for me to put him in the school bus every morning, and watch him go, upset and crying, to school.
Two days at school were enough to receive a call from his teacher concerning about his behavior.
I have to convince him to go to school
I have to tell him to follow all the rules (which is pretty new rules for him, as we came from a different custom).

So many new things for him at once...
He is overwhelmed...
He comes home exhausted, to try to understand the new language, new guidelines, new custom, trying to live his new life...

I am worried. Any suggestion?
