an overseas worker mom needs advice

i am working overseas and im a single mom. i have a 10 yr old son and hes not following my rules. he leave my parents house and hes not talking to me right now.. the problem is they didnt taking care of him and they are very irresponsable with my son. they letting him to do want he want and have money in his hands always. my mom took him there for 100 times to bring back home and he just making promises to me but after a days hes doin the same thing.. please anyone can help me to solve this!! thanks in advance

If you are not the one raising your child due to an overseas position, you don't have a whole lot of pull to get him to behave. That is up to the people who are doing the day to day raising of the kid, and it sounds to me as if they've spoiled him to the point of almost no return. Either they step up with the tough love and get him back on track, or you bring him overseas with you to raise.
Your attempts at punishment and discipline aren't going to be effective from afar, because he knows darn good and well that YOU aren't the one enforcing things at this point, thus his continued acting out.
