Can I give my 9 month old cow's milk as she is refusing her formula?

No, she is too young to give milk. Cow's milk has larger proteins than formula, and therefore is more difficult to digest and for the body to break down, so it can cause problems for an infant. That is why the recommendation is 12 months, because by this age, most babies have the digestive capability to break down cow's milk proteins. They just don't have this capability at 9 months.

And yes, I know there will be mums who say it is ok, they did it with their baby and their baby is just fine, but research is actually showing evidence now that the digestive issues are showing up much later in life (things such as IBS), so most of those mums wouldn't KNOW whether their baby is just fine yet, because they aren't done growing. Personally, I don't think it is worth the risk. There is a recommendation for a reason.

With regard to the formula, will she take it in a sippy cup?

About a week ago when her top 2 teeth were coming through she wouldn't take her night time bottle. Then yesterday morning she wouldn't have her morning bottle. She was only on 2 bottles a day as she eats her solids well

I wouldn't give milk, she shouldn't have milk till she's a year old. I would be trying to figure out why she is suddenly refusing her formula.
