Does your preescholer have cavities?

I am a preschool teacher here in SD and a mother of a 21 year old and a six year old. My son grew up on tap water with few cavities. He was a teen before he had his first one. My daughter now 6, has had 4 cavities and grew or should I say growing up on bottled water. I was thinking one day. as a preschool teacher for the past 15 years, I've noticed more and more young children with cavities and or missing front teeth that had to be pulled due to infection. I was wondering if that is because children now a days drink bottled water with no flouride and most of the young adults and my generation grew up on tap water with flouride. Has anyone had the same thoughts?
