The law in the US is 20 lbs AND one year. Obviously, nothing magically happens on their first birthday that suddenly makes them safe in a front facing seat.
It is best to stay rear facing for as long as possible because rear facing is always the safest position. If the seat is difficult to install properly, consider getting a second seat so that you don't have to keep installing it over and over again. Once it is installed, it should stay unless you move it.

You CAN turn her around now, but you have to consider the fact that you are putting your child and an increased risk for injury should you have an accident. Also, it is against the law, so if you get pulled over, or stopped at a check point, and the cop realizes that she is less than one year old, you can be charged with child endangerment, which is a very serious offence for a parent.
