Getting my almost 4 year old daughter to use the potty!!

My daughter will be 4 in 2 months and we are still struggling with potty training. It is getting very frustrating because if she wants to go to pre-k in the fall she must be completely potty trained. She will not poop in the potty. She knows that when she is wearing panties she is not to go poop or pee in them but she still does. She doesn't seem to care. We have tried giving her treats if she goes but she will only go pee in the potty. And lately she will only go pee in the potty when she wants a treat. She is in control and I want that to stop. Does anyone have any suggestions that will help me get her on the right track?

Make her clean up her panties by hand the next time she does it. Stop rewarding her for using the bathroom in the toilet. She shouldn't get a treat for doing something she should already be doing. Have her clean up her mess each and every time. That disgusting chore should do the trick.
