Help! Just found out my 13 year old has a vape!!!

I want to start with, I have always told all of my kids that if you see one of your siblings doing something that could get them in trouble or could harm them, they needed to let me know. So with that being said, here’s my delima. My 17 year old told me that my 13 year old has a vape but she doesn’t want her sister to know she told me, because she doesn’t want to break her sisters trust but she is worried about her. I am I supposed to handle this without calling her sister out. My 1st thought was that I would go in her room and clean it for her and accidentally find it. But the thing is if she isn’t here she has it with her and she’s home-schooled. And oh btw... this was a week ago when my 17 year old told me about the vape. This past weekend my daughter asked to go to a birthday party with her best friend. Well..my 17 year old informed my last night that they were drinking at the “birthday party”!!! She spent the night with her friend that night so I didn’t see her after. How am I supposed to confront her about that when she told her older sister and I’m not aloud to say anything? I feel like it’s one thing after another with my 13 year old. I haven’t even had the chance to confront her about the vape and now here’s another problem. Has anyone else been faced with this or having ideas in how I can handle this situation?

I have a son 9 years old, but I also think about it. What will happen when he is 13 years old? He is going into sports, it gives me hope that he will not use drugs or alcohol, or will smoke.
But we always talk about it. He sees on my example how difficult it is for me to stop smoking and, on the contrary, he wants me to be healthy.
I think you should talk somehow slyly with your daughter, show by chance examples - as it should not be. Give an example of not successful people, and explain - that they have not achieved anything, because they are going the wrong way...
