My advice is pick your battles. Obviously some things like hitting are a non negotiable but something like what clothes she wears can be negotiated. 2 year olds have tantrums and it's best to know the cause of the tantrum, ie tired, hungry, thirsty, or because they are not getting their way. If it's because it's one of the first 3 things then try to address the problem rather than the fact that the behavior is unacceptable.

When my children had tantrums I determined why they were having it, if it's because they were being typical 2 year olds and I knew for a fact they were well rested, fed, and not thirsty I simply ignored the behavior. Toddlers want attention and they don't care if it's good or bad so if you ignore the bad (to an extent) and overly praise the good they quickly learn which one gets them more attention and the throw down fits stop pretty quickly.
