Help with discipline teenage daughter

My 13 yr old constantly asks if she can stay home from school or go in a couple hours late just about everyday. This am she decided she would go back to sleep. After waking her up again and with only 15 mins left to get ready she decided to take her sweet time so she would miss the bus. Instead of her priorities of getting ready she was painting her nails, taking her time looking for her items to leave. And then refused to leave because she would miss the bus. After telling her to stop arguing with me and go so that she doesn't miss the bus I took her cell phone. What I'm wondering is how long I should keep it for.. Anytime without a phone seems like an eternity to a teenager so I don't want to loose its effectiveness. On top of this she never goes to bed at the time I wish her to..constantly stays up over a hour after her set bedtime. From this point on I've decide for her to bring me her phone at her desire bedtime

Sounds like something else is going on that makes her not want to go to school. Try to find out what is happening, invite her to chat with you. Maybe she is having a hard time at school. Or it could be as simple as her going to sleep to late? Not sure. It sounds deeper the what meets the eye.

Personally, I'd take it for a week. I'd also let her know that she does not get after hours extra curricular time with her friends until she gets off her butt and takes school seriously. If she argues, ask her if she wants another week.

I also have a rule in place with my teen (he is 16) that his phone must be on the kitchen bench when he gets home from school so that he can do his homework undistracted. He can then have it back for some time after dinner, but it must be given up and on the kitchen bench every night at 10pm. If you don't do that, my bet is she is up all night on her phone to her friends and this is a big reason she can't get up in the morning.
