Help with my 4year old bi-racial hair

My daughter is adopted and I'm needing some help on how to care correctly for her hair. Her hair type is more african american but its tight curls and gets very frizzy and tangled mainly in the back area. When wet it is half way down her back and when it dries it is shoulder lenght. I know I shouldn't wash it every day and I've been using Curls for Babies and Mixed Chicks products on it with washing it every 2 days and putting the leave in conditioner in then. She has very sensitive head so she cries everytime I try to comb her hair so for the most part I do this only once a week while in the bath tub. I do use a wide comb and brush that I got from mixed chicks recommended for her hair type. Am I washing it too much and if so when she takes baths should I wet it down but don't put anything in it or should it stay dry? Then for the morning should I wet it down with water, put anything on it to style, brush. Should I brush her hair more often even though it hurts her and I do use detangler. What type of hair products are recommended or how to style she is getting at that age she wants long hair that isn't in a ponytail all the time.
