I have been researching House Rules. Our six year old has grown more challenging and resistant to our house rules. So am thinking we need either better rules or better consequences.

I don't think it's "better" house rules. You should stick to the same rules, maybe upgrade them a bit as he gets older though. For example: you can't expect him to keep his room clean on his own at 3 but at 8 he should be able to put his clothes away and keep his room tidy.
Children will always test to see how far they can go. Make sure that you are clear with your consequences and follow through every time. He will soon learn how far he can push but he will still try every now and then to see if you slack off a bit.
