how can I approach these behavior problems with my preschooler?

I am having some issues with my 4 1/2 year old. She is as sweet as can be, & I am not just saying that because I am her mom, but she has some serious behavioral issues.

She is often doing things she has been told not to do and even been punished for doing in the past. Some things she will do after a day or so of being told not to, while others she will continue to do even as I am telling her not to. She also has a problem with talking back and mocking things that I say. Also, being out in public seems to be worse, but that is not always the case. & it is extremely hard to punish a child while being in a public setting.

I am a single parent so I admit that I am not as strict as I could be, but even punishments such as going to bed early or taking things away do not seem to work. The time she spends with her dad, he says she doesn't act like that, but I'm not positive he would tell me if she did anyway.

She isn't constantly behaving badly. A lot of the time she plays nicely and can engage in certrain activities for long periods of time. She truely is a sweet child and very smart for her age.

I am just starting to worry there is something wrong with her, but I'm not sure.
