So my sister walks to pick up my son from school and watches the 2 of them for maybe up to 3hrs while I go to work and my husband comes by after he gets out and picks them up. This is 5 days a week. My sister is 28, single, has no kids.

I would suggest calling around in your area and finding out what someone would charge you if it was not your sister that would be able to watch them. I would then pay her about the same. Prices are going to be different depending on your location.....here it is between $3-5 dollars an hour per child (but that would not include pick-up).
