i think my ten year old neighbor is being abused????

I have a neighbor and he is 10 years old. His mother is so horrible to him. His name is Alex and his mom locks him out of the house swears and punches him. But Alex is acting very strange and I don't know what to do this has been going on for three years now. Plus I don't know what goes on in the house. Should I report this?

Definatly report it!!As soon as you can, punching a little boy,and locking him out of the house isnt normal,they should check whats going on inside the house.
