My 8 year old son is still in 1st grade

My 8 year old son was held back because he was not ready to be advanced when he was in Kindergarten. Now he is 8 and in the 1st grade. He has adjusted well but he is rather bored in his class. He knows the work and is able to complete it. I'm not a huge fan of his school nor the school district for they are overcrowded and tend to overlook the shy, quiet child (which is my kid) What steps do I take to get him back up to his grade level? He is technically supposed to be in the 3rd grade but i feel that moving to 2nd grade is more his pace. I feel helpless because his teacher now is a FIRST YEAR teacher teaching the first grade so I feel he isnt getting the proper attention or the support he needs in class. He is very bright and intelligent but lazy and quiet and the school is mistaking that for not knowing. Do i speak with them about evaluating him or are there tests that he can take to move up, so that he isnt two grades behind but only one grade behind? Help!! I feel like a bad parent and I want him to be in a class with his peers and I know he can do it. What steps do I take?

Go to the school guidance counselor and the principal. There should be a testing system that will give him an approzimate grade level. Maybe start with a coupld of classes at the higher level to see if he is really ready (and to give the school time to adjust to it). YOu are not a bad parent, young children all develop at different ages and your son sems to be catching up where he lagged behind before. Keep your chin up, you'll be fine.
