Both my kids had it till they were older, I used olive oil on it. I put it on about 10 minutes before bath, while I was bathing them I would take a soft toothbrush and rub it gently in small circular motions. It only took like 2 times to get rid of it all.

If youhave been using over the counter remedies without any luck then she needs to be seen by a doctor who can perscribe something more suitable. It may not be cradle cap at this age. Get it checked out and treated by a professional. If the doctors perscriptions dont work either then ask to be seen by a dermatologist who will do a skin scrape and treat it with appropriate medication. This has gone on to long now and you are in danger of damaging hair follicules.
