Does he use the potty in other places besides home, like the store, a restaurant, or family member's house? I would suggest trying a behavior chart that is very positively oriented, he can earn stickers or stars for every time he uses the potty when he is supposed to (home and out of the home). At the end of the day, if he achieves a certain number of stickers, he can earn a privelege--something he can get excited about, whether its an extra book at bedtime, or a few extra minutes watching tv, or whatever he is really into right now. You don't have to spend a lot of money to do this, but find what motivates him and see if that will help him make some changes.
I would also double check to see if there's another reason he might be avoidant to use the bathroom...is he expected to use a urinal and he doesn't know how? Is he required to take a bathroom break when all the other boys are taking a bathroom break and there's too much commotion in there? Is he sensitive to noise and fears a loud flushing sound? If there is anything specific like that, maybe it wouldn't be too hard to problem solve around it to make it more user-friendly for him. Good luck!
