All you can do is go to court and get custody, visitation and child support sorted out.
That way everyone know what their obligations are for your child. If he doesn't turn up for his scheduled visitations then you take him back and get his time shortened because he hasn't shown that he wants to see his child.
Co-Parenting doesn't mean doing things together, it means both being on the same page when it comes to parenting (that can happen separately).
If he keeps parking across the road, go and speak to him. Tell him he can either come in and see his child or you will file stalking charges.
