Being a dog owner, this worked for me.....pinpoint the location of the pee smell (you may be crawling on hands and knees with your nose to the carpet:-), cover the area with baking soda and then moisten the baking soda with vinegar. It will bubble and froth but hopefully break down the urine smell. Soak up any moisture with an old towel. If your carpet is dark, you can try placing a stack of newspapers on the moist spot to further draw any odors from the spot. I would weigh the paper down with something heavy like a thick telephone book. Hope it helps!

Go to the pet store and buy a pet stain remover kit that has a black light in it. It'll illuminate where the pee is and the cleaner will destroy the smell permanently.Costs about $20.

you can also try the pet odor powder that sprinkle on carpet and vacuum up, or even just plain baking soda. it could just be so deep in the carpet that it resurfaces.... in that case you would have to use a deep clean carpet shampoo or steamer
