problems with carseat

a couple months ago we had to get a bigger car seat because our daughter was to big for the infant car seat and it had tipped over,we immediately ran out and got a bigger one.its a rear facing and forward facing one but now were having the same problem with it tipping,everytime we go somewhere i make sure its strapped in correctly and make sure its all tightened down but its still tipping.she will me a year old in less than a week and meets the weight requirement,can she be in a forward facing car seat

go to your local fire house or police station. They will be able to help you install the seat correctly. If the seat is not a correct fit in your vehicle, they will have others on hand or be able to give you a voucher for a different seat.

I also don't understand how it is tipping if it is fitted correctly. It can't be fitted properly. Depending on where you live, you can have someone look at the fitting (like Sarah suggested, the police station, or where I live there are various agencies who do it). It just sounds like it isn't fitted properly.

What do you mean by it is tipping? If it is strapped down properly it should not budge even if you are pulling and pushing it yourself. You can go to the local police station or fire department to be sure you are installing it properly.
