Red bumpy rash on my daughter's face!?!?

My 13 month old daughter has a red bumpy rash that is under her nose/upper lip. It started a while ago when she had a cold, so I figured it was just irritated from that. After about 2 weeks(cold had gone away), it only got worse. I called the pediatrician and they didn't seem to worry and told me to put Vaseline on it. Said her skin is probably irritated. That seemed to really help, but if I don't put it on a few times everyday, it just gets worse/comes back again. My husband didnt put it on yesterday and this morning she woke up and there a few on her chin. It doesn't seem to bother her at all, but it just doesnt look great. It now has been a little over a month of getting better then getting worse(like I said only gets worse of my husband and I forget to put vaseline on) and I just want it to go away. It also seems to get more irritated and red when she gets food on her face,wipe her face with a wipe(just doing water now, or if her nose gets a little snotty. Anybody have any ideas or have had this happen before? I'm going to call the pediatrician again on Monday and see what they say. They did mention that if it doesn't get better to call them again. Hope it's nothing bad!

It just sounds like impetigo. It's a skin rash, I used to have it in that exact spot when I was a kid, I'm surprised they're telling you to keep it moist, they always wanted to dry mine out.
