Seatbelt Help

My 4 year old son refuses to put his seat belt on in the car when he is with his grandma and driving to take his sister to school. I am at a loss because even after I talk to him he agrees then he won't do it. I am not there so I can't do anything and it almost makes her late to school. He is the kind of kid that does not like to e rushed to do anything and now is starting to act more of the ridiculously silly super hyper 4 year old boy. Any suggestions ladies?

At 4 years old he should be in a 5 point harness and grandma should be buckling him in... not giving him the option to not be buckled. If he is capable of undoing it... grandma needs to pull over immediately, rebuckle him, and remind him to leave the belt alone. If he does not then it sounds like some consequences (removal of a special toy or loss of a special trip) need to be implemented.

Then Grandma has to be assertive. She doesn't move the car until he has his seatbelt on. He's 4 so he should be in a carseat with a 5 point harness so someone should be putting it on him anyway.
