Should i Call CPS on my Neglectful Neighbor?

ok here goes i know usually this site is for moms but im a dad and a dang good one at that. now iv been living in this apt complex for about a year and a half now and i am very protective about the children i let my kids associate with. And we have this neighbor that lives about 3 doors down from us and she has 3 boys ranging from ages 11-16 and they are good kids with common sense unlike a lot of todays youth. Now we have grown to love them like family through constant interaction and they are constantly @ our house either eating or playing with our kids. And i dont have a problem with that at all but i guess in my critical mind i always wondered why are they over here almost everyday. so i picked the kids brain only because i noticed that the kids personal hygiene was getting very poor, clothes were old and tattered, shoes too small, hair was rarely cut, and constantly hungry, and they just opened up to me about how the mother would disappear for days leaving them with her (not so loving) boyfriend not caring if the kids had food to eat, she would sell their food stamps, and any child support she would get from the boys father she would tell them that it was for her and not for them and promptly go any get her nails done and buy her clothes and things of that sort. Now i live in a black community and its not like it use to be because i remember that back in the day the people would be all in your business helping but now its considered taboo to interfere in someone else's personal life but this was just brought to me and my wifes attention last night and its bothering the hell out of us what should we do

If you feel that the kids are in any kind of danger, ill supervised, not cared for and fed enough, then yes call.

Well yes you should call cps on her that's neglect it seems me that she only using her kids for the help she get's.
