speaks in her own language

My 3 years old grand daughter speaks her in own language she babbles a lot.she is say something that resembles a word but she is not even say Mama or Papa..Only sometime she say bye bye and that makes us very happy.Her hearing is fine because she can understand everything and she is very active and smart kid.She can operate cell phone and play the game.So when will she starts talking in normal way and say actual words..Please help

You still should get her hearing tested. Just because she understands you does not mean she is hearing you correctly. Instead of hearing words clearly it could be a muffled sound. Thus leading her to understand, but hard to learn how to speak. I would also have her speech evaluated. No matter if there is hearing loss or not she may need some speech therapy. Usually by 3 yrs old most doctors are wanting them to be speaking in short sentences. By 2 yrs old they should be able to say about 50 words. So if she is not doing that she is needing some speech therapy to get to where she should be.
