speech delay

My daughter is 2 and 3 months and is having services for speech delay. She says hundreds of words, but isn't putting many two word sentences together. I just noticed (thanks to the speech teacher) that she also has a hard time shifting from one activity to the next and her shifting her attention causes "freakout tantrums" . She also has a hard time answering questions like "do you want to go ---" and she will just look at me with no response. If i ask her to go get something she seems to know what i mean and gets it. Do you think this is normal for her age or a more serious issue. The teacher thinks a smaller classroom is a better setting for her in Sept but i'm wondering if she will "grow out of it". Has anyone else seen this with there 2 year olds?

I'm not to sure about putting words together to form sentences, but the freaking out during transitions sounds pretty normal with a toddler. With my son we did countdowns 5 minutes, 3 min., 2 min, and then 1. This helped him umderstand that what we were doing was coming to an end. It didn't eliminate them but definitely helped! Good luck!
