Startle reflex

My 4 month old still has startle reflex. I recently began crib training , and I am able to get her to go to sleep without a lot of crying in her crib. The thing is she startles awake...I know the reflex is normal and goes at different times for babies but I am not sure how to help her. She can roll over both ways and can even move around a bit. I am afraid to swaddle her because of all her movements. I make sure she's fed, has clean diaper, give a good burping, gas drops, heart best from noise machine, had dishwasher and dryer going at times, pacifier, and I make sure temp is comfortable. She will be in a good sleep and startle awake grabbing at the mattress like she's falling. This is her first week in the crib...each nap and bed time has been the same. Any advice?

If she can roll both directions, then the AAP says it's ok to lay her on her belly. Then her arms won't flail about and she may sleep better.
