Stuttering is more common than you 'd think. Have the public school evaluate her and provide a services for her. If you live in the US she is entitled to treatment of her stuttering through the school I agree, it would have been better to start much younger but she can still learn to slow herself down and picture her words before she says them. Are there certain words or sound she gets stuck on? Like T, F or R? There are specific exercises she can do in a mirror to help her practice smoothing out those sounds.

Get her into a speech therapist as soon as you can.
My son had a stutter at around 5 but we had to teach him to slow down and think about what he wanted to say. His brain went faster than his mouth, that was his problem.
