Teacher hit child at daycare

I had my little 4 y/o son in an occasional daycare in Vancouver when I brought him home one day he told me his teacher had hit him and he had a mark on his arm. I took a picture and sent it to the person in charge there along with what he told me. She interviewed the childcare workers that were present and told me they said he somehow slid across a carpet (by himself!) saying "I hurt, I hurt" there was not a word about this when I picked him up and the whole thing is extremely suspicious. Anyway I firmly believe he was abused there and of course he's not going back but basically nothing will happen and I can't seem to leave a review on this place on Google or anything. I feel very upset about this. Plus I wonder if it's just my child that was being hurt or other children as well. What should I do?

Is there a government agency that licenses these places? Do you have a version of child protective services? If you do call either of those and get an investigation going.
