I used to hand my daughter my cell phone and she only got it when we were changing her.

My son was like this, and still can be difficult now at 12 months. What I did that worked the best was to give him things that were not toys, like his hairbrush, or the top to his lotion tub, something unusual that he can look at while I changed him as fast as I could. The most important thing is, don't let him play with the objects any other time, you want to keep them novel. I also had my husband help me whenever possible. Even now, we always change poopy diapers together. Good luck!

Is he big enough to hold himself up in a standing position? When my kids got big enough to do that we always changed them standing up. It was a bit challenging at first, but we got used to it really quickly. When they were little we had them hold on to the crib rail, or table, or couch. Once they got older they just stood wherever and we changed them. You might have to work out some logistics since he's a boy.
Something that he likes that he's not normally allowed to play with is a good idea too. Cell phone, TV remote, or something noisy.
