Devepoling good study habits for a 3rd grader

Consistant behavior. Steady routine. Set a time and a place for them to study. Do they come home and study right away, or get a snack then study? Either way have it be routine. Start by making a schedule or order to the evening. Have them come home and put their work in one place. Have them show you everything they have to do that night. Decide what to start on first. I suggest the quickest item. Have them do it, and you only help if they need your help. They must be self suffiecient early now a days. The less they rely on you the better. Then always check their work. Reward them in some way for getting it all done, or right, or w/out a struggle. Routine, routine, routine.
