I have the same situation- a girl and a boy. I tell them yes he is my favorite boy but you are my favorite girl. Quiets them everytime!!!!

My kids do the same thing. They are 13 months apart my son is 10 & my daughter is 9. They usuallly take turns saying this from week to week. They usually say it when they have gotten in trouble. I remind them of the other day/week when the other child got in trouble. So far it seems to work. Usually when they do that it means they need a little more attention than they are getting. Try having something that he can help you with daily, or give him something he can do for you and then of course lots of praise when he has done the the task for you.

Have you or your kids ever read the book,
I Love You the Purplest by Barbara M. Joosse and Mary Whyte? It is a GREAT book and explains loving each child equally doesn't necessarily mean loving each child in exactly the same way. It's norm for kids close in age to feel this way. My sister and I are 17 months apart, now in our 30's and we still half jokingly kid that Ma loves the other one more. Just make sure they each get special time alone with you without the other one.
